Psychiatrist

Qualifications. : 

 

The health care worker shall adhere to the applicable qualification requirements given in Section C of the basic contract and shall meet and maintain additional qualifications given below.

 

a. Possess board certification in Psychiatry by the American Board of Psychiatry and Neurology or the American Osteopathic Association, OR, possess residency training and not less than 3 years of experience within the last 5 years as a full-time Psychiatrist OR, have graduated from a Psychiatry residency program within the preceding 12 months.

 

b. Notwithstanding the aforementioned requirements or those outlined in Section C of the basic contract, the HCW must have pertinent clinical experience within the past 2 years sufficient to demonstrate current clinical competency for the setting and procedures required by the task order.

Description.

a. General. As directed, the contract HCW shall participate in outreach and marketing of the PDHRA program and services provided. As such, the health care worker shall liaison with the Line Commanders, screen patients, provide treatment when appropriate, educate returning units on the availability of the service and coordinate follow-on care.

 

b. Liaison. The HCW shall travel as directed to various branch clinics or Line Units within a 35-mile radius of the MTF. Additionally, HCWs may be required to travel to provide temporary services at outlying clinic locations beyond 35 miles, and overnight stay may be required. Travel to the outlying locations beyond a 35 mile radius of the MTF will be reimbursed according to section B and shall be in accordance with (IAW) with Section C.11 of the basic contract.

 

(1) The HCW shall communicate with the Line Commanders to make them aware of the Deployment Health Clinic benefit, clarify who is eligible to receive services, and to initiate the screening process. Communications will take place at the clinic and “in the field”, with the Line units.

 

c. Screening. The DHC contractor HCW shall provide deployment health screening services to all service members either individually or in groups, at the clinic or at the Line unit as determined necessary.

 

(1) The contract Psychiatrist shall perform Mental Health screenings in association with the DD Form 2900 when requested, assess the results, treat patients, and refer patients for further treatment as appropriate.

 

d. Administrative.

(1) The contractor HCW shall coordinate with MTF assigned personnel to schedule initial and follow-on appointments or referrals for service members before they leave the clinic or the screening at the Line unit.

 

(2) The contractor HCW shall become proficient with the use of the Navy Environmental Health Center (NEHC) electronic methods of completing the Department of Defense (DD) Forms listed above in paragraph 7.c.(1). In addition, the contractor HCW shall use the Standard Form (SF) 600 which is the primary form of documentation for medical encounters, and the (SF) 513, which is the primary consultation form.

 

 (3) The contractor HCW shall assist service members as necessary in accessing the electronic DD forms and assist with functional questions during the service member's completion of the assessments.

 

(4) The contractor HCW shall ensure proper handling, filing and storing of all completed forms in the patient’s medical record and ensure transmission of all electronic forms to NEHC.

 

(5) The HCW must document all patient cases and must ensure that patient encounters capture the DHC workload in CHCS/AHLTA using the MEPRS code designated by BUMED, Accounting Guidance, published July 2006 or subsequent revision.

 

e. Treatment.

 

(1) The contractor HCW shall provide care for eligible patients resulting from the DHC screening in accordance with the Deployment Health Clinical Center (DHCC) guidelines located at http://www.pdhealth.mil/. Emphasis will be on the treatment of mental health to include post traumatic stress disorders and other combat related psychological symptoms. Family member care, related to deployment, may be included in the active duty member’s scheduled sessions.

 

(2) The contractor Psychiatrist will perform assessments, evaluations, consultations, differential diagnosis, and treatment planning for all disorders defined by the Diagnostic and Statistical Manual for Mental Disorders (current edition) published by the American Psychiatric Association.

 

(3) The contractor Psychiatrist who has a patient that requires an admission to the MTF shall follow MTF specific referral/admission protocols.

 

(4) The contractor Psychiatrist will not be privileged for hospital admissions nor will they have after-hours on-call duties.

 

(5) The contractor Psychiatrist assigned to the DHC may be utilized for walk-in or other scheduled appointments in support of other MTF clinics only when all other PDHRA and deployment health commitments have been fulfilled.

 

f. Education. The HCW shall participate in providing educational sessions/briefings for returning Units on deployment related illnesses/conditions and the realities of readjusting to life following deployment.

 

g. Follow-on Care. The contractor HCW may be required to perform case management related services for those patients that need follow on care.

 

(1) The contractor HCW shall ensure that all service members that require follow-on appointments or referrals will have them before leaving the DHC.

 

Hours of Operation.

In general, the Deployment Health Clinic operates from 0730 to 1630 Monday through Friday, except on the day of observance of Federal holidays which it is closed. Clinic hours may be adjusted at the discretion of the Commanding Officer (CO).
